Yes, you don’t need to create a new Deep Silver Account if you already have one.

As part of the account management options that the user has, in https://account.deepsilver.com/account?section=profile, you will find an option to perform the deletion of your account.
The account will be maintained for 30 days until its total deletion.
Deleting the account will also perform the unlinking of the games linked to the Deep Silver Account that you want to delete.

Both Deep Silver and Saber Interactive accounts rely on the same technology (PROS), but no data transfer is possible as both entity are entirely separated. If priori to Deep Silver Account you were the owner of PROS account, you would be allowed to transfer your account data (profile, rewards, games linked…) to either Deep Silver Account or Saber Interactive account. A popup menu would appear the moment you will decide to create an account on one of those two platforms since you would already have an email associated to a PROS account.

From this point you could decide either to transfer your data to a brand new Deep Silver Account or to delete all of your data.

Telemetry is the automatic measurement of your playthrough statistics.
You can enable it once you launch the game, and your statistics will be included.
